The truck carrying cement powder was travelling at 90 kilometres an hour along the Lachlan Valley Way when the driver was temporarily blinded by a car using an LED light bar heading in the opposite direction.
Believing the car to be travelling on the wrong side of the road, the truck driver told police he moved the truck to the left to avoid a collision but lost control.
The truck rolled several times, coming to rest on its side across the road.
The vehicle began leaking fuel as a result of the incident.
The driver of the car did not stop.
