The Extinction Rebellion activist scaled the spire early on Friday, April 28, with supporters watching on.
The giant pink banner is launching the group's 'Occupy for Climate' campaign in late May.
According to the group's website, it plans three days of rallies in Melbourne's CBD from May 25 to 27.
"We are aiming for 1000 people to rebel with us in May and even larger numbers as we escalate in November," it said.

The group is calling for the government to take "first and most basic steps" to ensure no new coal, gas or native forest logging.
The Extinction Rebellion group is known for disruptive, high-profile protests staged around the world.
Victoria Police is aware of the situation and responding to the protest.
The Arts Centre Melbourne has been approached for comment.
