Cr Stadmiller walked out after councillors re-elected mayor Brian Ingram and deputy mayor Tony Wallace for the next 12 months, both with a majority of six votes.
The votes for both positions were taken by show of hands, a method Cr Stadtmiller questioned while councillors voted for deputy mayor.
He questioned mayor Ingram, who replied that "the method had already been decided by councillor vote".
Cr Stadtmiller told mayor Ingram to "just do your job, you're the chair", to which mayor Ingram replied that "as the chair, I expect the respect that goes with the job".
Cr Stadtmiller stood up and left the meeting after Cr Wallace was declared deputy mayor.
Cr Wallace then called for a code of conduct violation to be issued against Cr Stadtmiller.
He labelled the councillor an "absolutely disgraceful representative for the people of this council area", "destructive" and "chaotic".
"I call for a code of conduct violation to be issued against Cr Stadtmiller, not only for leaving the meeting without a word, but for the way he addressed the mayor," Cr Wallace said
"For that person to say to you, Mr Mayor, to 'just do your job', he is an absolute disgrace, that man. He fails to turn up to hardly anything, he is destructive, chaotic and an absolutely disgraceful representative for the people of this council area."
Mayor Ingram said that the point was taken on board and that he felt sure that Cr Wallace's feelings were shared by "at least six other councillors".
