Hilltops Council will carry out construction of tennis courts at the Boorowa Showground after originally accepting a tender for the work.

Councillors voted at the July Hilltops meeting to rescind awarding of a tender for the works after the tenderer had presented council with additional costs not listed in the original tender.
Council also voted to liaise with the Boorowa Tennis Club regarding work "in kind" to get the project fully completed and to add an allowance to get lighting completed as part of the project.
That tender had been awarded to Court Craft Australia.

"Court Craft Australia issued Council with significant variations from the offer made during the tender," councillors were told at the July meeting.
"These changes total over $130,000. Court Craft Australia have also indicated that they are unable to move forward with contract execution unless these changes are accepted by Council.
"As the proposed variations have significant impact on the value for money assessment undertaken during the tender evaluation, Council staff have reviewed this assessment," council's Infrastructure Director reported.
The director told council Court Craft had told council staff they had underbid on the value of the concrete works.
"When we have calculated on what he had claimed to have underbid there was significant additional costs," the director said.

The review, he said, highlighted that the proposed changes do not represent value for money.
"Due to time constraints and the need to urgently progress the work, it is further recommended that Council manage the completion of the works," the director said.
Council staff will carry out site set out and bulk earthworks as well as detailed earthworks and compaction.
Site testing will be sub-contracted out.
Council staff will complete form and steel installation which will be reviewed by project staff and the design consultant.
Due to the tight tolerances for ponding with the pour, finish and cure this will be completed by a subcontractor via quotation method of procurement.
Materials (i.e. concrete) will be supplied free issue for Council.
Due to the specialist nature of the court finish application, this will be subcontracted with quotations from specialist suppliers called.
Fencing will be subcontracted to specialist suppliers via quotation, with the potential for Council to free issue materials.
Council staff will investigate the ability to deliver some or all of the lighting at the site.
